DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in this class assists in the
development and direction of the divisions of human services and special projects
within a town. At all times the
incumbent acts for, and in place of, the Town Director. Administrative and technical supervision is
exercised over professional and non-professional staff members. Work is reviewed by the Town Director
through conferences and written reports.
Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
in the administration of current town programs which address the needs of
specific groups of town residents, i.e.; senior citizens, veterans, minorities,
women and the handicapped;
Generally
acts for, and in place of, the Town Director, recommending policies for
formulation by the Director;
Assists
in promoting the town's human services programs to the community, ensuring that
all information is readily available to interested residents; keeps residents
informed of all changes in programs, laws and regulations which affect these
groups;
Administers,
manages and provides an effective town program to improve services to the
residents; acts as ombudsman in town government for residents of a town;
Ensures
that the interests of the town's women, minorities, senior citizens, veterans
and handicapped residents are considered in the formulation of policies within
a town;
Plans
and oversees special events and projects for the residents of the community by
way of demonstrations, performances and exhibitions;
Supervises
the research of legislation, which will benefit and protect the specialized
groups;
Coordinates
state, federal, local and private agencies in the evaluation of problems and in
the delivery and integration of specific services;
Acts
as liaison to historical societies, commissions and organizations in a town
which service the special needs of the residents and specialized groups.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge of the principles, practices and techniques of
administering human service programs and special projects; good knowledge of
programs offered by public and private agencies providing services to senior
citizens, minorities groups, women, veterans and the handicapped; good
knowledge of existing legislation affecting the rights of the specialized
groups served; knowledge of the current trends, sources of information and
recent developments in the field of human services; ability to communicate
effectively with officials and the general public to encourage their assistance
and cooperation in obtaining desired objectives; ability to express oneself
clearly and concisely, both orally and in writing; ability to develop programs
and projects suitable to the specific needs of specialized groups; ability to
supervise personnel in a manner conducive to full performance and high morale;
good judgment; tact; courtesy; physical condition commensurate with the demands
of the position.

There are no minimum qualifications for this position since it is in the
Exempt classification.
