DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs managerial and administrative duties, which are required to develop and direct the human services programs within a town. Supervision is exercised over professional and non-professional staff members. Work is reviewed by the Town Supervisor through conferences and written reports to ensure that the policies of the town are being carried out. Does related work as required.
TYPICAL WORK ACTIVITIES
Ensures the
efficient administration of current town programs which address the needs of
specific groups of town residents, i.e.; senior citizens, minorities, women
and the handicapped;
Collects, analyzes
and disseminates all current information available concerning the specialized
groups to appropriate agencies and residents;
Promotes the
town's human services programs to the community, ensuring that all information
is readily available to interested residents; keeps residents informed of all
changes in programs, laws and regulations which affect these groups;
Ensures that
the interests of the town's women, minorities, senior citizens and handicapped
residents are considered in the formulation of policies within a town;
Maintains
liaison with other agencies, which service the special needs of specialized
groups;
Reviews and
recommends legislation which will benefit and protect specialized groups;
Meets
regularly with the Town Supervisor to discuss the direction and emphasis of the
town's human services programs;
Represents the
Town Supervisor in the area of human services when necessary.

CHARACTERISTICS
Comprehensive knowledge of the principles, practices and techniques of
administering human services programs; thorough knowledge of programs offered
by public and private agencies providing services to senior citizens, minority
groups, women and the handicapped; good knowledge of existing legislation
affecting the rights of the specialized groups served; knowledge of the current
trends, sources of information and recent developments in the field of human
services; ability to communicate effectively with officials and the general
public to encourage their assistance and cooperation in obtaining desired
objectives; ability to develop and administer programs suitable to the specific
needs of specialized groups; ability to express oneself clearly and concisely,
both orally and in writing; ability to develop programs; good judgment; tact;
courtesy; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation from a New York State or Regionally accredited college or
university with a Bachelor's Degree, and four (4) years of experience in the
development of programs in the area of human services, public relations or a
related field, one (1) year of which must have included supervisory experience.
