DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Town Director of Engineering
Services in administering the policies, procedures and regulations of that
department through coordination and direction of the activities of
professional, technical and clerical personnel. The incumbent assists in the
planning, design and inspection of the construction and alterations done on
town buildings, structures, work and equipment, as well as developing,
administering, implementing and managing a master plan and appropriate measures
to improve traffic safety. The
incumbent acts for, and in place of, the Director and exercises considerable
independent judgment and initiative in performing the duties of this
position. Work is reviewed by the
Director through conferences and written reports. Does related work as required.
Acts generally for, and
in place of, the Director of Engineering Services, and exercises the powers and
responsibilities of the Director as delegated;
Provides engineering
consultation, administration, application and inspection services, as required
with respect to laws of the State of New York and the local laws, ordinances
and codes of a town;
Assists the Town Director
of Engineering Services in the design, planning and inspection of all
construction, alteration, repair and maintenance done on town buildings,
structures and equipment;
Administers, supervises,
manages, implements and directs all matters pertaining to the fast, efficient
and convenient movement of people and goods over the highway transportation
network within a town;
Develops, implements, and
amends a master plan for traffic safety;
Promulgates all rules and
regulations governing the flow of traffic, including the design and
installation of curbs and sidewalks, and manages same with respect to traffic
signs, signals and markings;
Studies traffic
conditions on the streets and highways of a town and recommends to the Town
Board and applicable town departments traffic engineering plans, rules,
resolutions and ordinances that are deemed advisable as a result of traffic
observations and studies;
Recommends new off-street
parking facilities at any location after establishing the need for such
facilities as a result of engineering parking needs and demand studies;
Conducts or coordinates
the investigation of complaints and possible violations;
Receives applications,
examines premises for safety and compliance with building codes and issues
permits or prescribed certificates;
Maintains comprehensive
records of applications received, permits and certificates issued, inspections
made and reports rendered;
Provides technical
assistance, consultations and advice to other departments, agencies and
officials.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the principles and practices of civil engineering;
thorough knowledge of the principles of traffic engineering; thorough knowledge
of the laws, codes, ordinances and legislative enactments regulating public
engineering, building and housing; good knowledge of the stages of construction
and approved building materials, in order to determine possible defects and
violations; good knowledge of the technique and interpretation of statistical
studies of traffic accidents and projected traffic loads; good knowledge of
highway design, as related to traffic safety and flow; ability to maintain a comprehensive record-
keeping system; ability to plan, direct and supervise the work of a
professional, technical and clerical staff in a manner conducive to full
performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing; ability to present reports clearly and concisely;
ability to establish and maintain effective working relationships with
officials, the staff and the public; physical condition commensurate with the
demands of the position.

There are no minimum qualifications for this position as it is in the
exempt jurisdictional class.
