DEPUTY TOWN DIRECTOR OF ENVIRONMENTAL WASTE
MANAGEMENT 8723
An employee in this class assists the Town Director
of Environmental Waste Management in the overall administration, planning and
coordination of programs and activities of the Department’s various
divisions. The incumbent is responsible for the
supervision of subordinate personnel in the performance and adherence to
departmental regulations and policies.
The Deputy acts for and in place of the Director and exercises a
considerable amount of independent judgment and initiative in performing the
duties of this position. Work is
performed under the general direction of the Town Director of Environmental
Waste Management and is reviewed thorough conferences and written reports. Performs related work as required.
TYPICAL WORK ACTIVITIES
Assists
in planning, supervising and implementing the overall programs of the divisions
of Environmental Facilities, Recycling and Environmental Protection;
Assists in supervising the operation and maintenance of all
Town waste collection and treatment facilities including the Town resource
recovery facility, landfill operations, sewage treatment plant, scavenger waste
facility, sewage pump stations, liquid and solid waste disposal systems, and
Town operated recycling programs;
Assists
in the formation, implementation, expansion, review and operation of new
recycling programs, recycling education programs and recycling marketing
programs;
Assists
in the inspection activities and enforcement of Town regulations related to
garbage, rubbish and refuse disposal and recycling, noise, and sewage disposal;
Assists
in the administration of all departmental contracts, grant preparations,
licensing, SPEDS, NYSDEC and EPA permit preparations, consent order compliance,
revenue collection and enhancement, capacity marketing programs, sewer
connection and expansion review, groundwater and methane monitoring, and refuse
and sewer districts, as related to waste management;
Reviews
and responds to reports from various advisory boards, councils and committees
concerned with environmental matters and renders appropriate advice, reports
and recommendations;
Intervenes
in proceedings before the Planning Board and Zoning Board of Appeals in any
matter, petition, application or proceeding, which may affect the environment
or natural resources of the Town.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of Federal, State and local laws,
regulations and policies regarding environmental protection; thorough knowledge
of the overall divisional programs, functions, activities, policies and
regulations; thorough knowledge of conservation control; ability to administer
and supervise subordinate personnel in a manner conducive to full performance
and high morale; ability to express oneself clearly and concisely both orally
and in writing; physical condition commensurate the demands of the position.

There are no minimum qualifications for this position
as it is in the Exempt jurisdictional class.
