DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Town Director of Information Technology with the overall administration, planning and coordination of all departmental programs and activities.  The incumbent assists the Director in the supervision of subordinate personnel in their performance and adherence to departmental regulations and policies set forth.  The Deputy acts for, and in place of, the Director and exercises a considerable amount of independence and initiative in performing the duties of this position.  Work is performed under the general direction of the Town Director of Information Technology and is reviewed through conferences and written reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

                 Acts generally for, and in place of, the Town Director of Information Technology, and exercises the powers and responsibilities of the Director as delegated;

            Assists in planning, supervising and implementing the overall programs of the department of Information Technology;

            Develops, implements and maintains a long-range computer system, data communication and telecommunications strategy;

            Provides support to Town agencies and departments in determining resource requirements for meeting their data processing and communications objectives,

            Assists with the administration, maintenance and support of all computer and communications hardware, software and other devices used to automate and augment all clerical, administrative and management tasks of the Town;

            Administers, manages and assembles equipment, internet and intranet based resources, video telecommunications, proprietary software and purchased resources to assist the various departments of the Town;

            Coordinates the interfacing of computers and data communication activities between departments and agencies;

            Provides data processing services to all Town departments and their divisions, including payroll, tax, assessment roll, town budget, financial reports and other operational applications;

            Develops administers and implements information technology and telecommunication policy, as well as security awareness guidelines adopted by the Town;

            Plans and provides telecommunication coordination in support of disaster recovery.

                       

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the administration of information technology systems; thorough knowledge of the principals and practices of the Department of Information Technology; thorough knowledge of the current innovations in municipal telecommunications, data processing and networking systems technology; ability to design, implement and oversee the development of a long-range information technology system; ability to plan and supervise the work of others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to establish working relationships with public officials and the general public; good judgment; physical condition commensurate with the demands of the position.
