DISTINGUISHING FEATURES OF THE CLASS

An employee in this position assists the Executive Director of Accounting Services in the supervision of professional staff involved in providing countywide accounting services for the Department of Audit and Control. The incumbent assists in supervising and directing units engaged in accounting functions such as appropriation control and reconciliation work related to capital and operating appropriations, general ledger and bank reconciliation activities. Supervision is exercised over Chief Auditors and other, high level professional supervisors in their performance of accounting and financial procedures.  Work is reviewed by the Executive Director of Accounting Services, and the County Comptroller through periodic conferences, reports and observations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in developing comprehensive plans and procedures to insure proper auditing of expenditures for all County Departments, Contract agencies and Capital Projects;

            Assists in conducting conferences and advising departmental accounting and auditing supervisors, County officials and others on the interpretation of governmental fiscal and audit policies and procedures and new regulations relating to expenditure and financial reporting;

            Assists in the direction of the professional staff engaged in the accounting of county fiscal records, ensuring compliance with Generally Accepted Accounting Principles (GAAP), Federal and State regulations and County rules and regulations;

            Assists in the direction of the professional staff engaged in the preparation of the County’s Comprehensive Annual Financial Statements (Annual Report);

            Assists in the review and interpretation of all new statements issued by the Governmental Accounting Standards Board (GASB) for applicability to Suffolk County and in directing staff in the implementation of new pronouncements;

            Assists in recommending changes and updating of current accounting procedures utilized by Suffolk County;

            Assists in the direction of staff engaged in the processing of payroll for employees and post-employment personnel;

            Assists in the preparation of the annual budget for the Division;

            Acts for the Executive Director of Accounting Services in the Executive Director’s absence.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of principles and practices of accounting and the ability to apply this knowledge to work situations; comprehensive knowledge of the laws, rules and regulations relating to the administration of the accounting functions of large and complex County departments; thorough knowledge of the fiscal interrelationship of the State, County, and Federal governments; thorough knowledge of budgeting, data processing, Federal and State aid, and local government laws as they pertain to fiscal policy and the interrelation of all functions; good knowledge of office systems, procedures and equipment; ability to analyze and interpret accounting data and to devise specialized and general accounting systems; ability to prepare complete and accurate fiscal reports and statements of considerable complexity; ability to plan, assign and direct subordinate personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with supervi­sory accounting personnel and government officials; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensu­rate with the demands of the position.

 

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, which includes or is supplemented by at least twenty-four (24) credits in accounting, and seven (7) years in a position involving formulating, implementing and coordinating municipal accounting or auditing policies. 

           

            PROMOTIONAL

            Four (4) years of permanent competitive status as a Chief Auditor or Chief Accountant.
