DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the administration, oversight, technical development and delivery of various systems supporting the County Comptroller’s technology strategies.  The work includes oversight for the design, implementation, and delivery of various IT systems used County-wide while ensuring adherence to standards set by County and State technical frameworks.  The work is reviewed by the County Comptroller through periodic conferences, reports and observations.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Oversees re-engineering improvement initiatives by directing the technical delivery and strategy by identifying, planning and implementing multiple projects;

          Analyzes and implements methods for improvements to increase productivity, drive quality, cost reductions in order to meet strategic objectives;

          Coordinates with technical and process leadership staff through project and development meetings, including process re-engineering sessions and the use of virtual related management tools;

          Collaborates with all County department technical staff on a wide variety of technical initiatives;          Performs analysis of business functions and provides recommendations for software solutions:

          Guides the development and design of enterprise level systems including but not limited to process outlines, flowcharts, business and system requirements, testing and implementation methods;

          Maintains working knowledge of software systems and internal/external technical protocols, researches and determines appropriate paths to maintain and/or upgrade software;

          Acts as a technical advisor, as requested, to various audit functions, which entail understanding and evaluating the underlying technology architecture and security controls;        

          Implements policies and procedures, provides overall direction to assist in the development of and adherence to the County’s strategic technology plans, standards and guidelines.

         

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of various aspects of technology, including but not limited to data base administration, disaster recovery, system development, infrastructure architecture, back up strategies and performance tuning; comprehensive knowledge of software system development life cycle and delivery methodology; comprehensive knowledge of current innovations and technology in information systems; ability to plan, assign and direct subordinate personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with department heads and County administration and Legislators; good knowledge of the functions of the various areas of county government; good knowledge of current literature, sources of information and the methods, technology and techniques used in public administration; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensu­rate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          Graduation from a college with federally authorized accreditation or registration by NY State with a Bachelor's Degree and possession of certification in advanced computer programming or a computer related field and ten (10) years of administrative experience in a government setting, which includes five (5) years of experience in enterprise architecture, managing a team of technical staff involved in enterprise-wide programs, as well as systems analysis, development and design.
