DISTINGUISHING FEATURES OF THE CLASS

An employee in this class, under direction of the Commissioner of Police, is responsible for fiscal analyses in the Police Department to effect conformance to budgetary goals.  The incumbent analyzes and reviews Departmental fiscal procedures to achieve compliance with current fiscal policies.  Supervision may be exercised over a budget and/or finance staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in the general management of fiscal affairs in the Police Department;

            Reviews revenue statements generated pursuant to grants and governmental reimbursement;

            Employs budgetary management reporting techniques to ensure compliance with County directives;

            Conducts expenditure and revenue analyses and directs preparation of related reports;

            Acts as liaison between the Department and other governmental agencies on fiscal matters;

            Develops policies and procedures for various administrative departmental fiscal operations;

            Establishes certain Departmental deadlines and priorities;

            Develops various fiscal goals and objectives;

            Acts as a representative of the Department in fiscal presentations to County government authorities;

            Makes suggestions to the Deputy Commissioner regarding the Department's operating budget.

Thorough knowledge of public fiscal administration; thorough knowledge of public finance and budgeting; ability to prepare financial reports; ability to establish and maintain effective working relationships with police personnel and other departments; ability to write reports; ability to supervise and review the work of personnel in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree and eight (8) years of administrative experience in public finance or public budgeting systems.
