ASSISTANT DEPUTY COMMISSIONER OF POLICE (LEGAL) 9306
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Deputy Commissioner
by acting as a liaison between the Police Department and the District
Attorney's Office, the County Attorney's Office, and the courts. The incumbent coordinates activities with the
District Attorney's Office and the courts and represents the Department at
administrative hearings. Responsibility
is also included for provision of guidance and counsel to the Deputy
Commissioner, the Commissioner and other personnel to ensure protection of
individual rights and compliance of Departmental operations with the law. Does related work as required.
Assists in investigation and procuring of information and
advice regarding the impact of new court decisions on Departmental operations;
Reviews
existing and proposed or pending County and State legislation regarding its
effect on the Department and recommends appropriate legislation beneficial to
the Department;
Acts as
liaison with other Departments for coordination of all law enforcement efforts;
Approves
Departmental contracts and participates in related negotiations;
Approves,
on behalf of the administration, all written material which might affect the
rights or obligations of the Department;
Prosecutes
disciplinary proceedings for the Department;
Supervises
employees engaged in the activities concerning the legal affairs of the Police
Department.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the laws of the Federal, State and
Municipal governments; ability to gather, assemble, analyze and evaluate
information regarding court decisions and legislation; ability to establish and
maintain effective working relationships with police personnel and other
departments; ability to review written material; ability to supervise and
review the work of subordinates in a manner conducive to full performance and
high morale; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Admission to the Bar in New York State and two years of
experience in the practice of municipal law.
