FEATURES OF THE CLASS
An employee in this
class assists the Director of Emergency Preparedness in planning and
implementing the County's Emergency Preparedness program. The incumbent is
expected to represent the Director at meetings and conferences and to act for
the Director in his or her absence. The
work involves exercising initiative and independent judgment, and may include
supervision of departmental employees.
Work is reviewed by the Director of Emergency Preparedness through
conferences and written reports. Does
related work as required.
TYPICAL WORK
ACTIVITIES
Assists the Director in planning and
overseeing the County's Emergency Preparedness program;
Assists the Director in
administering the County's Emergency Operations Center; may function as the
manager of the Emergency Operation Center during emergencies;
Represents the Director at meetings
and conferences and acts in his or her absence according to established policy;
Assists the Director in fostering
public understanding of emergency preparedness programs, through public
appearances and preparing material for media release;
Provides assistance
in emergency management to local towns and villages, and coordinates emergency
management operations with village, town, county, state and federal
governments;
May supervise departmental
employees;
Performs related administrative
duties.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge
of modern organizational techniques and the principles and practices of sound
emergency preparedness planning; good knowledge of effective public relations;
good knowledge of the principles, practices and techniques of public
administration; ability to analyze facts and exercise sound judgment in
arriving at conclusions; ability to prepare, submit and analyze reports;
ability to supervise various levels of subordinates in a manner conducive to
full performance and high morale; ability to establish and maintain good
working relationships with other government officials, community
organizations, volunteer groups and the general public; ability to speak
effectively in public; ability to express oneself clearly and concisely, both
orally and in writing; good judgment; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree, and two (2)
years of experience in a supervisory, managerial or administrative position
which included responsibility for developing emergency preparedness plans for
private or governmental organizations; or,
(b) Graduation from a standard senior high school or
possession of a high school equivalency diploma and six (6) years of experience
in a supervisory, managerial or administrative position which included
responsibility for developing emergency preparedness plans for private or
governmental organizations; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
NOTE: Additional graduate education may be
substituted for experience on a year-for-year basis up to a maximum of one (1)
year.
