DISTINGUISHING
FEATURES OF THE CLASS
Under the
direction of the Commissioner of Fire, Rescue and Emergency Services, and in
accordance with U.S. Department of Homeland Security guidelines, an employee in
this class directs the planning and implementation of Suffolk County’s
Emergency Preparedness program. The incumbent provides, directs and maintains a
plan of emergency action and services for the protection of life and property
when threatened by natural or man-made disasters. Supervision is exercised over
technical staff members and clerical personnel.
Performs related work as required.
TYPICAL WORK
ACTIVITIES
Prepares and implements plans
related to homeland security, natural and man-made disasters, and U.S.
Department of Homeland Security initiatives;
Secures and maintains chemical,
biological, and radiological monitoring equipment and related supplies and
equipment for response to a terrorism incident;
Maintains and operates Suffolk
County’s Emergency Operations Center;
Performs and coordinates emergency
management and Homeland Security training;
Provides assistance in emergency
management to local towns and villages and coordinates emergency management
operations with villages, towns, counties, state and federal governments;
Assembles, prepares and distributes
reports and public education on emergency management;
Coordinates the processing of
federal and state disaster claims;
Performs related
administrative duties.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of modern organizational
techniques and the principles and practices of sound emergency preparedness planning;
thorough knowledge of emergency management and incident command; good knowledge
of the principles, practices and techniques of public administration; good
knowledge of effective public relations; ability to establish and maintain
effective working relationships with officials and community organizations; ability to analyze facts and exercise sound judgment in
arriving at conclusions; ability to prepare, submit and analyze reports;
ability to express oneself clearly and concisely, both orally and in writing; good
judgment; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college
with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree and four (4) years of
experience in a supervisory, managerial, or administrative position which
included responsibility for developing or implementing emergency preparedness plans
for private or governmental organizations; or,
b) Graduation from a
standard senior high school or possession of a high school equivalency
diploma and eight (8) years of
experience in a supervisory, managerial, or administrative position which
included responsibility for developing or implementing emergency preparedness plans
for private or governmental organizations; or,
c) An equivalent combination of education
and experience as defined by the limits of a) and b).
NOTE:
Additional graduate education may be substituted for experience
on a year-for-year basis up to a maximum of two (2) years.
PROMOTIONAL
One (1) year of
permanent competitive status as Assistant Director of Emergency Preparedness.
