DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs specialized administrative and supervisory duties in directing the work performed in an assigned unit of the County Clerk's Office. The work involves planning and directing the work of an administrative and clerical staff as well as responsibility for maintaining the policies and procedures of that unit in dealings with other agencies and the general public. The employee assists and advises, acts for and in the place of the County Clerk in the formation of policies and the implementation of new procedures which pertain to the assigned unit. Work is subject to established rules, laws, policies and procedures, but the employee is expected to exercise considerable independent judgment and initiative in the performance of assigned duties. The work is performed under the general direction of the County Clerk and is reviewed through conferences and consultations. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Acts for and in the place of the County Clerk;

          Receives and examines legal documents to be recorded and filed to insure conformity to established laws, rules and regulations;

          Supervises the recording of legal documents in public records;

          Confers with attorneys and the general public and provides information concerning procedures in drawing and filing or recording of various types of legal documents;

          Maintains an inventory of supplies and orders supplies as necessary;

          Supervises the activities of the office of immigration and naturalization;

          Advises aliens of the requirements and procedures for naturalization;

          Prepares calendar for naturalization;

          Assists the United States Naturalization Examiner in conducting preliminary examinations;

          Prepares periodic reports of all declaration and petitions filed and certificates issued by the office of immigration and naturalization;

          Answers all inquiries made by the general public, other departments and private organizations pertinent to the policies and procedures of the assigned unit;

          Assists in the preparation of the annual departmental budget.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the laws, rules, regulations and procedures governing the filing and recording of legal instruments relating to civil, criminal actions and other legal procedures; thorough knowledge of the clerical procedures pertinent to the operation of the County Clerk's Office; thorough knowledge of business English, spelling, and arithmetic; good knowledge of efficient office practices, principles and techniques; good knowledge of bookkeeping methods and principles; ability to plan, assign, coordinate and supervise the work of a staff of supervisory and clerical personnel in a manner conducive to full performance and high morale; ability to develop and adapt office procedures to meet changes in laws or legal procedures; ability to establish and maintain good public relations and effective lines of communication with all parties coming into contact with the department; ability to express oneself clearly and concisely, both orally and in writing; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

This position is in the exempt jurisdictional class, therefore, there are no minimum qualifications.
