FEATURES OF THE CLASS
An employee in
this class assists the Commissioner and/or senior administrative staff in the development,
implementation and enforcement of policies and procedures needed to effectively
operate the various workforce development, licensing and consumer affairs programs
and services administered by the Department
of Labor, Licensing and Consumer Affairs. Work involves supervising and directing
the operations of departmental programs, which involve Federal, State and County
funds. Supervision is exercised over administrative, professional and clerical staff. Work is reviewed by senior
administrative staff through consultations and written reports. Does related
work as required.
Oversees and assigns work to the
Directors of Departmental Units, such as Finance and Transportation, Planning
and Project Management, Workforce Investment Board, Business Services, Consumer
Complaints, Enforcement, Local Law Compliance, Certification, Weights and
Measures, and others;
Develops short and long range
comprehensive plans, programs and goals and directs staff to effectuate
outcomes required;
Prepares and ensures accuracy and the
timely submission of all reports pertaining to program outcomes and goals,
including those required by the NYSDOL and NYS Bureau of Weights and Measures;
Oversees the monitoring of direct
and contracted services and for financial tracking systems;
Oversees the development of the
County Budget and Annual Plan for units supervised;
Represents the Department and the Commissioner
at various events, public speaking engagements, meetings with County and
municipal agencies and serves on Boards and Commissions to promote the mission
of the Department;
Examines and approves purchase
requisitions, claim vouchers and program and staff payrolls.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the methods and procedures of developing and administering the
operational aspects of workforce development programs, monitoring and licensing
contractors and commercial enterprises, and educating and protecting consumers;
thorough knowledge of federal, state and local laws and regulations applicable
to the operation of departmental programs; good knowledge of the laws
pertaining to federal and state employment and training programs, consumer affairs laws, and regulations
pertaining to licensing of the trades and commercial enterprises; good
knowledge of mediation procedures; good knowledge of regional and local labor
market conditions; ability to reason analytically and arrive at sound
conclusions; ability to supervise and coordinate the work of subordinate staff
members in a manner conducive to full performance and high morale; ability to
express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by New York State with a Bachelor's
Degree and eight (8) years of management level experience in licensing of the
trades or commercial enterprises, consumer protection, personnel, employment or
educational counseling, workforce development, or experience in general
management or business administration at a management level in a related field,
three (3) years of which must have been in an administrative capacity.
NOTE: Additional relevant education beyond a Bachelor's
Degree from a college with federally-authorized accreditation or registration
by NY State may be substituted for up to two (2) years of the above management
level experience. There is no substitution for the three (3) years of
administrative experience.
PROMOTIONAL:
Two (2) years of permanent
competitive status as Chief Management Analyst or Assistant Administrative
Director of Labor, Licensing and Consumer Affairs.
