DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs responsible administrative and supervisory work in assisting an Administrative Director of Labor, Licensing and Consumer Affairs in the development, coordination and operation of various workforce development, licensing, and consumer affairs programs and services administered by the Department.  Responsibility is included for the supervision of division directors, administration of departmental program units and the indirect supervision of a large number of professional and clerical personnel.  Work is reviewed by an administrative supervisor through conferences and written reports.  Does related work as required.

           

TYPICAL WORK ACTIVITIES

            May supervise recruitment, intake and assessment, employment centers, client evaluation, counseling, testing, referral, educational and on-the-job training, and other components of workforce development programs;       

            May supervise the Suffolk Works Employment Program, the County’s welfare employment program operated in accordance with federal and state regulations;

            May supervise the Division of Consumer Affairs including its Certification, Consumer Complaints, Enforcement, Local Law Compliance Units and the Taxi and Limousine Commission;

            Represents the Department at conferences with Federal, State and County officials and with private employers relative to departmental programs;

            Develops and implements innovative operational procedures to strengthen program effectiveness and meet mandated Federal, State and Local laws;

            Reviews and interprets guidance from Federal, State and Local laws pertaining to departmental programs;

            Assists in the preparation of workforce development proposals for consideration by funding agencies;

            Prepares detailed reports relative to all operational aspects of employment and training, licensing or, consumer affairs programs and services.

           

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the methods and procedures of developing and administering the operational aspects of workforce development programs, the monitoring and licensing of contractors and commercial enterprises, and educating and protecting consumers; good knowledge of Federal, State and Local laws and regulations applicable to the operation of workforce development and consumer protection programs and licensing of the trades and commercial enterprises; good knowledge of regional and local labor market conditions; ability to reason analytically and arrive at sound conclusions; ability to supervise and coordinate the work of subordinate technical and clerical staff members in a manner conducive to full performance and high morale; ability to set forth ideas clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.      

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and six (6) years of management level experience in licensing of the trades or commercial enterprises, consumer protection, personnel, employment or educational counseling, workforce development, or experience in general management or business administration at a management level in a related field.

NOTE:  Additional relevant education beyond a Bachelor’s Degree from a college with federally-authorized accreditation or registration by NY State will be substituted for up to two (2) years of experience on a year-for-year basis.  

            PROMOTIONAL

            One (1) year of permanent competitive status as an Assistant Director of Weights and Measures, Consumer Affairs Specialist III, Investigations Manager, or Labor Specialist V.
