DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs varied complex and confidential duties assisting the Commissioner in matters of departmental systems, procedures and operations.  A major emphasis of the position is on the confidential nature of the work involved, and the incumbent is expected to exercise a considerable amount of independent judgment and initiative in the execution of these duties.  Performance is reviewed by the Commissioner through periodic conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists and advises the Commissioner in matters related to departmental systems, procedures and operations, particularly in the area of interdivisional coordination;

            Assists in reconciling problems associated with the administration and operation of departmental programs;

            Interprets Federal, State and County regulations and legislation; evaluates and advises of their impact on departmental programs;

            Plans for special departmental projects; assists in the design of services to be delivered by the Department;

            May represent the Department at various legislative, advisory board and other committee meetings;

            Acts as liaison between the Department and private sector employers, various advisory councils, Federal, State and local agencies and other County departments;

            Monitors and reports on progress of legislation that affects the Department;

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, techniques and practices of office management; good knowledge of the laws and regulations governing departmental functions in labor, licensing and consumer affairs; good knowledge of Federal, State and local education and training program regulations; ability to prepare clear, accurate and comprehensive reports; ability to establish and maintain effective working relationships with officials in both the public and the private sector; ability to analyze facts and reach sound conclusions; ability to supervise in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            Either:

            (A) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master’s Degree; or,

            (B) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree and two (2) years of experience in personnel administration, labor relations, business or public administration, consumer protection, licensing of the trades, or field work supervision; or,

            (C) Graduation from a senior high school or possession of a high school equivalency diploma and six (6) years of experience in personnel administration or labor relations, business or public administration, consumer protection, licensing of the trades, or field work supervision; or,

            (D) An equivalent combination of education and experience as defined by the limits of (A), (B), and (C).
