FEATURES OF THE CLASS
An employee in this class assists the Commissioner of Labor, Licensing and Consumer Affairs in the performance of duties and responsibilities needed to ensure the successful operation of the Department. Work involves assisting in the formulation, implementation and maintenance of administrative policies and procedures that help to fulfill the Department’s mission as set forth in the Suffolk County charter and as stipulated in applicable New York State and federal laws. The Chief Deputy acts generally for and in place of the Commissioner and has jurisdiction over all administrative activities. General supervision is exercised over a subordinate staff of administrative personnel. Work is performed under the direction of the Commissioner and is reviewed through conferences and written reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Represents the Department at
various functions, including federal and New York State conferences, trade and
union meetings, consumer advocacy events, employment and training meetings and
community groups gatherings;
Oversees the coordination of all departmental
funding, including federal and state grants, revenue from fees and fines, and county
funding;
Coordinates state and federal
program funding requirements and program activities with the U.S. Department of
Labor and other governmental agencies;
Works closely with representatives
of labor and management in an endeavor to develop a harmonious labor management
relationship in Suffolk County;
Provides a final review of the Department’s
annual budget, as well as budgets required by funding agencies, prior to
submission to the Commissioner;
Directs research projects designed for the purpose of
creating consumer protection programs and employment and training opportunities
in demand occupations;
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of
employment and training programs and all consumer protection policies and
regulations; thorough working
knowledge of procedures required for the preparation of proposals and the
obtaining of Federal and State grants for the administration of Department
administered programs; thorough knowledge of current labor market trends and
conditions; thorough knowledge of the New York State Agricultural Laws; thorough
knowledge of the functions of the various divisions of the Department; ability to plan, direct and supervise
the work of a large staff; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
