DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Commissioner and Chief Deputy Commissioner of Labor, Licensing and Consumer Affairs in the formulation of administrative policies and procedures. The incumbent acts generally for and in place of the Chief Deputy and/or Commissioner of Labor, Licensing and Consumer Affairs.  Responsibilities include overseeing the development, implementation and enforcement of policies and procedures that pertain to the Department’s workforce development and consumer advocacy programs and the development of proposals for the funding of Federal and State grants. The employee may administer departmental programs involving Federal, State and County funds. Provides general supervision over the Administrative Directors who are responsible for various divisions within the Department.  Work is reviewed by the Commissioner through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists the Commissioner in policy formulation and in the administrative operations of the Department.

            Assists the Chief Deputy Commissioner in the administration of the programs and services provided by the Department; 

            Advises the Chief Deputy of administrative and program concerns, barriers and solutions and makes recommendations;

            Reviews the Department’s annual budgets, which include County, State and federally funded programs;

            Assists in coordinating State and Federal program funding requirements and program activities with the U.S. Department of Labor and other governmental agencies;

            Represents the Commissioner at numerous public, labor, trades, consumer affairs, interdepartmental and governmental meetings;

            May assist in the conduct of mediation, arbitration, consultation and fact-finding procedures of applicable public and private sector labor grievances;

            Serves on various commissions and committees as required.         

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the methods and procedures of developing and administering the operational aspects of employment and training programs and all consumer protection policies and regulations; thorough knowledge of Federal, State and local laws and regulations applicable to the operation of Department administered programs; good knowledge of procedures required for the preparation and submission of proposals for obtaining Federal and State grants for the administration of employment and training programs; good knowledge of the principles and practices of collective bargaining, labor management relations, arbitration and mediation procedures; good knowledge of regional and local labor market conditions; ability to review and analyze given labor situations and to resolve problems in accordance with accepted labor management practices; ability to prepare statistical surveys and related reports of a technical nature; ability to supervise and coordinate the work of technical and clerical staff members in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.
