FEATURES OF THE CLASS
The employee in this class assists the County Personnel Officer by providing administrative oversight of the Department of Human Resources, Personnel, and Civil Service. The Deputy assists in the establishment and maintenance of programs in Classification, Examination, Certification, Human Resources, Operations, Deferred Compensation, Continuous Improvement, the Employee Medical Health Plan, and Diversity & Inclusion. This assistance includes the formulation of personnel policies, interpretation of federal and local laws, budget analysis and cost projections, comparative salary analysis, and research and assessments of the workforce needs for all Suffolk County Civil Service employees. The employee is required to exercise considerable independent judgment and initiative in the performance of assigned duties; work is reviewed through conferences and reports. Performs related work as required.
TYPICAL WORK
ACTIVITIES
Assists the County Personnel Officer in the
administration and coordination of Civil Service policies, practices and
procedures related to the personnel functions of all County departments,
agencies and local jurisdictions;
Supervises various stages of
personnel transactions for public personnel including the classification of
positions and the administration of exams;
Assists in the revision of Suffolk
County’s Civil Service rules, policies, and personnel procedures based on the
interpretation of applicable laws and contracts;
Assists in budget preparation
through the analysis and preparation of cost projections related to salary and
fringe benefit modifications;
Attends legislative meetings with
department heads to provide consulting services for jurisdictions in matters
concerning all facets of personnel administration, including workforce needs,
continuous improvement, and performance evaluations.
Assists in the recommendation and
implementation of automated systems to support the operations of the
department;
Assists in
administering and enforcing New York State Civil Service Law and the Suffolk
County Civil Service Rules in all of the jurisdictions of the

Comprehensive
knowledge of the principles, practices and procedures of public personnel
administration; thorough knowledge of the legal, administrative and procedural
regulations applicable to the administration and operations of the department;
thorough knowledge of the organization and functions of municipal government as
it relates to the county and its political subdivisions; ability to develop and
maintain effective working relationships with officials at all levels; ability
to express oneself clearly and concisely both orally and in writing; good
judgment; tact; courtesy; physical condition commensurate with the demands of
the position.
MINIMUM
QUALIFICATIONS
Graduation with a
Bachelor’s degree from a college with federally-authorized accreditation or
registration by NY State and five (5) years of municipal personnel or civil
service experience, two (2) years of which must have been at an administrative
level.
