DISTINGUISHING FEATURES OF THE CLASS
An employee in this class researches governmental and
private sources of financial and technical aid and prepares written proposals
and presentations to funding agencies.
The incumbent makes recommendations regarding the formulation of
departmental policies and procedures.
The incumbent is required to exercise a considerable amount of
independent judgment and initiative in the performance of assigned duties. Work is reviewed through conferences,
consultations and the submission of reports.
Does related work as required.
Assists the
Commissioner in formulating policies and procedures regarding the protection
and maintenance of properties acquired;
Acts as
liaison to the County Executive's Office of Federal and State Aid relative to
the submission and procurement of grant funding;
Oversees the
implementation of recreation and conservation programs;
Coordinates
activities with various community and volunteer organizations to promote
recreational and educational programs in County Parks;
Assists in
preparation of recommendations to the County and State Legislature for items
pertinent to Parks, Recreation and Conservation.
FULL PERFORMANCE KNOWLEDGES,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of
municipal park and recreation management and operations; thorough knowledge of
laws and regulations controlling municipal parks and recreation facilities;
good knowledge of modern administration practices; good knowledge of modern
developments in recreational and conservation programs; good knowledge of
budgetary principles; ability to implement recreational and conservation
programs; ability to supervise the work of personnel in a manner conducive to
full performance and high moral; ability to communicate effectively, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN-COMPETITIVE
Either:
(a)
Graduation from a New York State or Regionally accredited college or university
with a Master's Degree and three (3) years of administrative experience in
municipal parks and recreation management; or,
(b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and five (5) years of administrative experience in municipal parks and recreation management; or,
(c) An
equivalent combination of education and experience as defined by the limits of
(a) and (b).
