DISTINGUISHING FEATURES OF THE CLASS
An employee in
this class assists the Commissioner and the Chief Deputy Commissioner of
Economic Development and Planning in the formulation of policies and procedures
for the operation of the department. The
incumbent acts for and in place of the Commissioner and is required to exercise
a considerable amount of independent judgment and initiative in the performance
of assigned duties. Supervision may be exercised over an administrative,
technical, and clerical staff. Work is
reviewed by the Commissioner through consultations and written reports. Does
related work as required.
TYPICAL WORK ACTIVITIES
Assists
the Commissioner in policy formulation and in the administrative operations of
the Department;
Assists
the Commissioner in the application and enforcement of agency policies and
procedures;
Oversees
functions and operations for the various divisions within the Department;
Acts as
a liaison to the County Executive’s Office for special projects related to
economic development and planning;
Coordinates
fiscal policies between the commissioner and staff involved in budgeting;
Administers
intergovernmental relations with the legislature and other County Departments;
Reviews
budgets and makes recommendations for the department’s divisions;
Administers
and coordinates, through a staff of administrative personnel, procedures for
administration of Hotel/Motel tax supported funds to contract agencies.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles, policies, and
practices of the Department of Economic Development and Planning operations;
comprehensive knowledge of those phases of civil engineering, economics, public
finance, sociology and literature, recent developments and sources of
information in public planning; ability to plan, supervise and review the work
of professional and technical personnel in a manner conducive to full
performance and high morale; ability to establish and maintain effective
working relationships with civic leaders, public officials and the general
public; ability to make difficult planning studies and prepare positive
analyses, recommendations and revisions; physical condition commensurate with
the demands of the position.
MINIMUM QUALIFICATION
This position is in the exempt jurisdictional
classification; therefore there are no minimum qualifications.
