DISTINGUISHING FEATURES OF THE CLASS

The Planning Director is responsible for directing and administering the policies, procedures and regulations of the Planning Division of the Suffolk County Department of Economic Development and Planning. The employee develops and implements a variety of planning studies and environ­mental programs.  The work is interdisciplinary in that it requires a knowledge of planning principles as well as environmental concerns and the impact of these elements on the decision making process.  Supervision is exercised over a staff of profession­al, technical and clerical personnel. Work is reviewed through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Plans, organizes and directs the activities of a staff of professional, technical, and clerical personnel engaged in compiling, analyzing, evaluating and interpreting data pertaining to economic development, land use planning, environmental review, and demographics;

            Administers the enforcement of Planning Division programs and policies adopted by the County, including farmland protection, Aquaculture Lease Board, County Planning Commission, Environmental Trust Review Board, and Sewer Infrastructure Committee;

            Prepares comprehensive economic development and planning studies;

            Represents the County and serves as a technical advisor on various economic, planning, and environmental committees;

            Prepares the annual budget and grants.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices, methods and techniques of community, regional, and environmental planning; good knowledge of current literature, recent developments, and other sources of information in public planning and environ­mental protection; good knowledge of those aspects of civil engineering, economics, public finance, community organization, sociology, architecture and environmental concerns which impact planning; good knowledge of zoning and land use regulations, economic development, and open space and farmland protection; good knowledge of budgeting; ability to implement comprehensive plans; ability to plan, supervise and review the work of a professional and technical staff in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with civic leaders, public officials, and the general public; ability to conduct planning studies and formulate recommendations for planning and environmental standards in the development of overall County plans; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in Planning, Architecture, Landscape Architecture, Political Science, Economics, Geography, Environmental Studies, Civil Engineering, or a related field and Six (6) years of experience in community or regional planning, one (1) of which must have been in a supervisory capacity.

 

NOTE: Additional experience (in disciplines listed above)may be substituted for education on a year-for-year basis.
