DISTINGUISHING FEATURES OF THE CLASS

Under general direction, the employee in this class heads the Department of the Public Administrator and is responsible for acting as a fiduciary of all decedent's estates in Suffolk which have no inheritor or are in legal dispute over the inheritor.  The incumbent administers the investigation, securement and apportionment of the decedent's estate.  Supervision is exercised over a Deputy Public Administrator and all departmental personnel.  Work is reviewed by the Judge of the Surrogate Court through conferences, reports and work performed.

 

TYPICAL WORK ACTIVITIES

          Collects and secures the private property of decedents within Suffolk County and petitions the Surrogate Court for letters of administration;

          Administers the investigation, securement and apportionment of decedent's estate as determined by the Surrogate Court;

          Manages and collects the rents of real property and sells perishable property when authorized by the Court;

          Defrays expenses of foregoing activities and expenses incidental to the application for letters of administration;

          Reports semi-annually to the Surrogate Court the monies on deposit in State or National banks from decedents estate;

          Makes arrangements for a funeral for the deceased;

          May appeal any decree, order of judgment affecting an estate in his charge, or in which he is a party.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the Federal, State and local laws with respect to holding and liquidating properties as a fiduciary; thorough knowledge of the Surrogate Court function in cases on determining the inheritor of a decedents estate; good knowledge of the methods and procedures used in the investigation of private property; good knowledge of modern office administration; ability to make the arrangements needed for a funeral; ability to manage an estate prior to court action; ability to establish and maintain effective relationships with Federal, State and local agencies, departments and the general public; ability to plan and supervise the work of subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writings; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

This position is in the exempt jurisdictional classification; therefore, there are no minimum qualifications.
