DISTINGUISHING FEATURES OF THE CLASS

This position involves assisting the Commissioner of Public Works in the administration of the department as well as performing all the duties and possessing all the powers of the Commissioner in the Commissioner's absence. The incumbent assists the Commissioner in directing the design, construction, maintenance and repair of all projects under the jurisdiction of the County Public Works Department including highways, roads, waterways, sewer districts, bridges and docks.  Responsibilities include assisting in the review of techni­cal and administrative policies and procedures with respect to their feasibil­ity, cost, economic justification, public necessity and public convenience. The employee will work with the Commissioner in dealing with the more difficult problems, which cannot be reconciled by department heads, personnel problems, accepting and awarding contracts and approving vouchers for payment.  Supervi­sion is exercised directly or indirectly through assistants over all department employees.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists the Commissioner in directing and supervising the design, construc­tion, maintenance and repair of construction projects including highways, roads, bridges and grade separation structures;

            Assists the Commissioner in directing and supervising all design, construc­tion and alterations of docks, marinas, parks, preserves, and beach erosion projects; maintenance, repair and alterations of all facilities in the jurisdic­tion of public works; and the operation of all county bridges and canals;

            Assists the Commissioner in coordinating and directing the operation and maintenance of the county sewer districts;

            Assists the Commissioner in furnishing engineering and other services to the County Legislature, Planning Commission and other departments;

            Assists in directing and supervising all surveys and studies, maintenance, custody and control of all waterways and county equipment;

            Assists in maintaining a testing laboratory;

            Assists in awarding all  contracts for the construction, maintenance or repair of county roads and bridges;

            Assists in approving all purchases.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles and practices of civil engineer­ing; comprehensive knowledge of modern engineering practices and procedures as they apply to public works; comprehensive knowledge of the laws and other regulatory enactments controlling public works; comprehensive knowledge of modern office administration; thorough knowledge of modern developments, current literature, and sources of information in public works engineering; ability to direct the work of all Public Works personnel and contractors in a manner conducive to full performance and high morale; ability to apply engineering knowledge to specific administrative and technical problems; ability to develop and enforce departmental policies; ability to express oneself clearly and concisely, both orally and in writing; ability to give technical and profession­al review to a wide variety and large volume of engineering plans, specifica­tions and other documents; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

This position is in the exempt jurisdictional class, therefore, there are no minimum qualifications.

 

NECESSARY SPECIAL REQUIREMENT

 Candidates must possess a Professional Engineers' License issued by the State of New York at the time of appointment, and must maintain the license while employed in this title.
