DISTINGUISHING FEATURES OF THE CLASS

An employee in this class administers and coordinates the county's Affordable Housing Opportunities Program.  The incumbent is responsible for program administration, program implementation, staffing, and budget compliance and control.  Supervision is received from an administrative supervisor and is exercised over program support staff.  Work is reviewed through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Oversees and coordinates the county's Affordable Housing Opportunities Program;

            Researches housing needs and provides comprehensive planning reports to county officials;

            Plans and, in conjunction with the Director of Real Estate and the Community Development Director, implements the acquisition of real property for the development of units by municipal governments;

            Works directly with municipal officials to plan for the provision of municipally-developed affordable housing;

            Provides liaison to government and private development agencies for all affordable housing programs and prepares grant applications for government financing;

            Maintains responsibility for staffing, and budget compliance and control.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of local, state and federal laws and regulations relating to housing and community development programs; thorough knowledge of state and federal affordable housing funding sources, their regulations and requirements; thorough knowledge of local planning, zoning and building requirements; good knowledge of real estate law and regulations; good knowledge of construction, architectural and urban planning techniques; good knowledge of recent developments, current literature and sources of information in public budgeting work; ability to prepare financial reports for development activity; ability to organize and execute complex housing development projects; ability to communicate effectively, both orally and in writing; ability to analyze facts and to exercise good judgment in arriving at conclusions; ability to establish and maintain effective working relationship with employees, professional colleagues, organizations, public officials and the general public; physical condition commensurate with demands of the position.

 

MINIMUM QUALIFICATIONS

            Open Competitive

            Either:

a)      Graduation from a New York State or Regionally accredited college or university with a Doctor of Jurisprudence Degree and four (4) years of administrative experience in government or private sector urban/ suburban development and/ or housing; or

b)      Graduation from a New York State or Regionally accredited college or university with a Master's degree and five (5) years of administrative experience in government or private sector urban/ suburban development and/ or housing; or

c)      Graduation from a New York State or Regionally accredited college or university with a Bachelor's degree and seven (7) years of administrative experience in government or private sector urban/ suburban development and/ or housing; or

d)      An equivalent combination of education and experience as defined by the limits of a), b) and c).
