DIRECTOR OF REAL PROPERTY TAX SERVICE 9400
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Director in professional and administrative work in maintaining and updating the County's official tax map. Responsibility is included for overseeing the operation and maintenance of the County’s land instrument verification systems and tax map drafting unit. Supervision is exercised over the work of technical and clerical employees engaged in the preparation and maintenance of tax maps used for real property assessment and taxation administration. Work is subject to review by the Director of Real Property Tax Service. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
in overseeing the development and maintenance of the computerized Base Map
System;
Supervises
the drafting division in the preparation of tax maps to assure that maps are complete
and current, and provides copies of maps to local assessors;
Oversees
the recording division, ensuring maintenance of accurate land chain-of-title
records;
Coordinates
verification work with the Suffolk County Clerk’s Office;
Supervises the work of
Real Property Appraisal Technicians who work with the County Clerk, County
Comptroller and County Legislature to process tax exemptions, renunciation and
refund/credit issues;
Researches
and advises on ways to improve multi agency efficiency for Real Property
mapping products, verification ease, and license agreements among multiple
agencies;
Assists
in preparing reports.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of mapping procedures; thorough knowledge of deeds, maps, and other related
land instruments and the ability to understand them; general knowledge of real
property tax laws and judicial and administrative criteria governing valuation
of real property; ability to plan, assign and supervise the work of recording,
drafting, and clerical staff in a manner conducive to full performance and high
morale; ability to establish and maintain effective public relations; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a)
Graduation from a college with federally authorized accreditation or
registration by NY State with a Bachelor’s Degree, and two (2) years of
technical experience in a county real property tax service agency, one (1) year
of which included administrative or management experience; or,
b)
Graduation from a college with federally authorized accreditation or
registration by NY State with an Associate’s Degree and four (4) years of
technical experience in a county real property tax service agency, three (3)
years of which must have been in an administrative or management capacity; or,
c)
Graduation from a college with federally authorized accreditation or
registration by NY State with a Bachelor’s Degree, and four (4) years of
experience in an Assessor’s Office in the development and maintenance of tax
maps for real property assessment and tax administration, using computer-aided
tax mapping programs, two (2) years of which must have been in an
administrative or management capacity; or,
d)
Graduation from a college with federally authorized accreditation or
registration by NY State with an Associate’s Degree, and six (6) years of
experience in an Assessor’s Office in the development and maintenance of tax
maps for real property assessment and tax administration, using computer-aided
tax mapping programs, four (4) years of which must have been in an administrative
or management capacity; or,
e)
An equivalent combination of education and experience as described in a) and b)
or in c) and d).
