DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs the Real Property Tax Service Agency in maintaining and updating Suffolk County's official tax map; and provides local jurisdictions with information and advice on all aspects of real property.  Work is both professional and administrative.  It is performed under the direction of the County Executive and is subject to general review by the NY State Office of Real Property Tax Services.  Supervision is exercised over a technical and clerical staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

                Establishes and maintains a comprehensive real property tax service program to promote the development of equitable assessment practices;

                Oversees the development and maintenance of the computerized Base Map System;

                Directs the preparation of tax maps, keeps them current and provides copies to local assessors;

                Provides advisory appraisals on complex taxable properties;

                Prepares annual and special reports as required by the County Legislature and the State Office of Real Property Tax Services;

                Assists assessors on unique valuation problems;

                Directs and trains the field and office property appraisal staff;

                Advises Town Assessors on procedures for the preparation and maintenance of assessment roles, property record cards, appraisal cards and other records and documents relating to real property assessment and taxation.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of modern principles and practices of real property appraisal and assessment; comprehensive knowledge of real property tax laws and judicial and administrative criteria governing the valuation of real property; thorough knowledge of deeds and related property instruments and the ability to understand them relative to the valuation process; thorough knowledge of mapping procedures; ability to plan, assign and supervise the work of a field and office property appraisal staff in a manner conducive to full performance and high morale; ability to establish and maintain effective public relations; physical condition commensu­rate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Prior to appointment, a county Director of Real Property Tax Service must meet the minimum qualification standards for county directors as set forth in section 8188-4.3 of the Rules and Regulations of the State Board of Real Property Tax Services as evidenced by a copy of the Office of Real Property Tax Services’ qualification determination letter.  Determination will be based upon the following:

               

                Either:

                (a) Graduation from a college with federally authorized accreditation or registration by New York State with a Bachelor's Degree and six (6) years of satisfactory full-time paid experience in an occupation providing a good knowledge of real property values and the principles, methods and procedures required for the assessment of real property for tax purposes, such as assessor, principal in an appraisal firm, director of a mass appraisal project, administrative position in the Office of Real Property Tax Services or real property tax agent.  As part of the foregoing work experience or in connection with any other work experience, candidates must have had at least  three (3) years of full-time paid administrative experience involving the responsibility of planning, organizing and directing a work program; or,

                (b) Graduation from a college with federally authorized accreditation or registration by New York State with an Associate’s Degree and seven (7) years of the experience described in (a); or,

                (c) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of the experience described in (a); or,

                (d) An equivalent combination of education and experience as defined by the limits of (a), (b) and (c), subject to the following:

                     (1) One (1) year of graduate study may be substituted for one (1) year of the foregoing experience.  No more than two (2) years of graduate study may be applied as a substitute for the foregoing experience; and,

                     (2) In no case shall less than four (4) years of experience in an occupation providing a good knowledge of real property values and the principles, methods and procedures required for the assessment of real property tax purposes be acceptable.

 

NECESSARY SPECIAL REQUIREMENT

The Director of Real Property Tax Service must:
1. Complete a basic course of training prescribed by the NY State Office of Real Property Tax Services during the first year in office.

2. Successfully complete an average of 12 continuing education credits every year, as stated in Title 20, Chapter XVI, subpart 8188-4.8 of the New York Codes, Rules and Regulations.

Appointment in this title is by the County Executive, with confirmation by the Legislature, for a term of six (6) years.
