DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class directs and coordinates Staff Development, Personnel,and Payroll activities in the Department of Social Services, and assists the Commissioner in the overall administration of the Department. The incumbent participates in determining policy, develops and implements procedures, insures that Department employees follow proper practices in Employee Benefits, Labor Relations, Personnel, Payroll, and Staff Development, and supervises a support staff. The incumbent acts on behalf of the Commissioner when designated. The work requires the exercise of considerable independent judgment and initiative, and is reviewed by the Commissioner and Deputy Commissioner through periodic conferences and reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Advises
Commissioner on State and local policy matters;
Represents Commissioner
at meetings and conferences;
Oversees Department's
Staff Development, Payroll and Labor Relations Units;
Monitors all Personnel
and Payroll activities to assure compliance with State and local mandates;
Develops procedures and
recommends policy changes;
Supervises preparation
and filing of organizational activity reports required by the State;
Maintains contact and
cooperation with other County agencies regarding personnel matters.

CHARACTERISTICS
Comprehensive
knowledge of principles, methods and techniques of public administration,
particularly public personnel administration; thorough knowledge of Civil
Service Law and local Civil Service Rules; thorough knowledge of the
operations, policies and procedures of the Department of Social Services; good
knowledge of principles, practices and techniques utilized in the field of
labor relations; ability to establish and maintain effective working
relationships with public officials and administrators, employees and the
general public; ability to plan and direct the work of others in a manner
conducive to full performance and high morale; ability to prepare reports;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree and six (6) years of supervisory or administrative experience in a
governmental agency, two (2) years of which must have included primary
responsibility for personnel administration; or,
(b) Graduation from a New
York State or Regionally accredited college or university with a Master's
Degree in Social Work, Public Administration, or Business Administration and
four (4) years of supervisory or administrative experience in a governmental
agency, two (2) years of which must have included primary responsibility for
personnel administration; or,
(c) An equivalent
combination of education and experience as defined by the limits of (a) and
(b).
