DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for assisting the Commissioner of Social Services in the formation of administrative policies and procedures for the Department of Social Services.  The Deputy Commissioner acts for the Commissioner in the Commissioner's absence and is involved in all operations of the Department.  Work is performed under the general direction of the Commissioner and is reviewed through consultations, conferences and written reports.  General supervision is exercised over a subordinate staff of administrative and clerical personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in developing and implementing policies and procedures for the administration of departmental operations;

            Coordinates and supervises, various intra-agency functions and operations as required;

            Assists in the preparation of the departmental budget and the maintenance of fiscal controls;

            Assists the Commissioner in the application and enforcement of agency policies and procedures;

            Acts for and in behalf of the Commissioner in the Commissioner's absence;

            Coordinates various policies with State, Federal and other County Departments.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of public assistance programs and all Federal, State and Local programs and laws related to public assistance services; thorough knowledge of the functions of the various divisions of the Social Services Department and their inter-relationships; thorough knowledge of the principles and practices of public assistance administration; good knowledge of the principles, procedures and methods of organization for the administration of Social Services programs; good knowledge of modern developments, current literature and sources of information in the field of Social Services; ability to plan and supervise the work of subordinate professional and clerical personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with public officials, representatives of private, volunteer and community organizations and the general public; ability to express oneself clearly and concisely, both orally and in writing; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            Either:

            (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and six (6) years of full-time paid experience in a health, education or social service agency, four (4) years of which must have been in an administrative or supervisory capacity; or,

            (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and six (6) years of experience in an administrative or management position where there is responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions.

 

NOTE:  Post graduate education at a New York State or Regionally accredited college or university in social work, public administration, hospital administration, educational administration, or business administration, shall be the equivalent, on a year-for-year basis up to two years, of the above prescribed experience.  However, no such post-graduate education can be substituted for the administrative or supervisory experience required.

 

All appointments to the position of Deputy Commissioner of Social Services must be approved by the State Commissioner of Social Services.
