DISTINGUISHING FEATURES OF THE CLASS

Under direction of the Commissioner of Social Services, an employee in this class assists the Commissioner in the performance of the duties and responsibil­ities of the position as set forth in the New York State Social Service Law.  The work involves responsibility for assisting in the implementation of adminis­trative policies and procedures for the Department.  Responsibility is also included for general supervision of a subordinate staff of administrative personnel.  Performance is reviewed through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Acts for and in place of the Commissioner when the Commissioner is unavailable;

            Assumes administrative responsibility for the Department's Public Assis­tance and Medical Assistance Programs and for financial operations;

            Assists the Commissioner in the application and enforcement of Departmental policy and procedures;

            Assumes indirect administrative responsibility for the Child Support Enforcement Bureau, Community Services Administration, Public Relations and Personnel.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles and practices of public assis­tance programs; thorough knowledge of all Federal, State and local programs and laws related to public assistance services; thorough knowledge of the functions of the various divisions of the Department and their inter-relationships; thorough knowledge of the principles and practices of public assistance adminis­tration; thorough knowledge of the principles, procedures and methods of organ­ization for the administration of Social Service programs; good knowledge of modern developments, current literature and sources of information in the field of Social Services; ability to plan and direct the work of subordinate personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with public officials, representa­tives of private volunteer and community organizations and the general public; ability to express oneself clearly both orally and in writing; good judgment; tact.

 

MINIMUM QUALIFICATIONS

            Either:

            (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and six (6) years of experience in a health, education or social service agency, at least four (4) years of which must have been in an administrative or supervisory capacity; or

            (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and six (6) years of experience in an administrative or management position with responsibility for planning, directing and coordi­nating the work of a substantial staff working in several units or performing several separate functions.

 

 

NOTE:  Post graduate education at a New York State or Regionally accredited college or university in social work, public administration, hospital administration, educational administration, or business administration, shall be the equivalent, on a year-for-year basis up to two years, of the above prescribed experience.  However, no such post-graduate education can be substituted for the administrative or supervisory experience required.

 

          All appointments to the position of Chief Deputy Commissioner of Social Services must be approved by the State Commissioner of Social Services.
