DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, organizes and directs a program to assist veterans in obtaining benefits under various federal and state statutes.  The incumbent supervises the preparation and filing of claims, and advising veterans in matters pertaining to veterans' rights and benefits.  Work is performed within the scope of established laws, rules and regulations pertaining to veterans benefits.  The incumbent is expected to assume considerable initiative and judgment in the interpretation of the rules and regulations and in finding solutions to difficult personal problems.  Supervision is exercised over a staff of Veterans Service Officers and clerical assistants; and is received from the County Executive through oral and written directives.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Administers the activities of the County Veterans Service Agency;

          Supervises and inspects the operations of local branch offices;

          Confers with County officials and representatives of war service organizations on new legislation or other matters of interest to veterans.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of federal, state and local legislation affecting war veterans; thorough knowledge of the benefits and services available to veterans; ability to establish and maintain good public relations, and to deal understandingly with veteran's problems; ability to plan, supervise and review the work of others in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          Either:

          a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and four (4) years of experience in employment, educational, financial or personal counseling; or,

          b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in employment, educational, financial or personal counseling; or

          c) An equivalent combination of the education and experience as defined by the limits of a) and b).

 

NECESSARY SPECIAL REQUIREMENT

Candidates must be a veteran as defined in Section 85 of Civil Service Law.
