DISTINGUISHING
FEATURES OF THE CLASS
Under direction of the Commissioner of Health Services,
an employee in this class is responsible for overall administration of the
Department's Environmental Quality Program. The incumbent is responsible for
developing and maintaining a county-wide program for environmental quality and
public engineering services. Supervision is exercised over professional engineering
and sanitary administration personnel. Performance is reviewed through
conferences, reports and appraisal of effectiveness of county's environmental
quality programs. Does related work as required.
Plans and directs work of the environmental sanitation
division and its programs;
Supervises enforcement of public
health laws and sanitary codes pertaining to water supply, water pollution
control, air pollution control, protection of bays and in-shore waters, regulation
of industrial and commercial discharges; sewage treatment and disposal,
recreational sanitation, and other environmental controls;
Interprets for his subordinates and
the general public policies and directives relating to environmental quality;
Reviews for final approval plans and
specifications for sewage disposal systems, water supply systems, industrial
waste treatment systems, realty subdivision plans and other sanitary
engineering plans submitted by professional engineers and architects; inspects
completed projects for compliance with approved plans;
Directs environmental quality
research;
Formulates and directs training of
environmental quality personnel;
Speaks before civic groups and others
regarding environmental quality problems and their solutions;
Coordinates and maintains liaison with
the New York State Departments of Health and Environmental Conservation,
Federal Water Pollution Control Commission, United States Geological Survey and
Environmental Protection Agency, County departments such as Planning, Public
Works, Parks and Recreation, County and District Attorneys, Town and Village
officials;
Represents the Commissioner of Health
Services in all matters relating to environmental quality.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles, techniques and
practices of public health engineering and environmental sanitation as related
to water supply and purification, sewage disposal, stream pollution, air
pollution, protection of bays and in-shore waters, regulation of industrial and
commercial discharge, and general sanitation; comprehensive knowledge of
provisions of the Public Health laws and State and local sanitary codes;
ability to plan, develop, direct and administer public health engineering and
environmental quality programs; ability to plan and direct the work of
subordinate engineers and environmental quality personnel in a manner conducive
to full performance and high morale; ability to express oneself clearly and
concisely, both orally and in writing; ability to perform difficult engineering
computations and to make comprehensive recommendations on engineering programs;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a Master's Degree in Engineering and ten (10) years of experience as a Sanitary Engineer or a
Public Health Engineer, at least two (2) years of which must have been in an administrative
and supervisory capacity; or,
(b) Graduation from
a college
with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Engineering and
twelve (12) years of experience as a Sanitary Engineer or a Public Health
Engineer, at least two (2) years of which must have been in an administrative and
supervisory capacity.
NECESSARY SPECIAL
REQUIREMENT
At the time of appointment, and during employment in this
position, employees must possess a valid license to operate a motor vehicle in
New York State.
Possession of a Professional
Engineer's License issued by the State of New York.
