DISTINGUISHING FEATURES OF THE CLASS

The work consists of assisting the Public Health Director by directing and coordinating the administrative services of the Division.  Under general direction, an employee in this class acts for the Director of Public Health when delegated and provides varied administrative and coordinate services for the division.  Work is reviewed through conferences and written reports by the Director of Public Health.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Formulates and maintains systems to record payroll, purchasing, the budget and other related information;

         Encourages high professional standards throughout the division and assures effective utilization of professional personnel, particularly nursing personnel;

         Directs and participates in in-service training for the Public Health Division;

         Formulates indicators of employee and program effectiveness in all environmental public health nursing and special public health care operations and activities;

         Insures that patients receive full advantage of personal health care services which fall within the jurisdiction of the Public Health Division;

         Coordinates communicable disease control and other specialized preventative services with the more general services of the Patient Care Services Division to safeguard the public health and improve the delivery of local services.

        

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, techniques and practices of the Department of Health Services as related to the Division of Public Health; comprehensive knowledge of methods used in investigations, checking and preventing the outbreak of disease; comprehensive knowledge of provisions of the Public Health laws and State and local sanitary codes; thorough knowledge of the recent trends, developments and current literature in Public Health and related fields; good knowledge of formulating methods for processing payroll, budgets and purchases; ability to establish and maintain effective working relationships with the staff, the public, physicians, public officials and all groups interested in Public Health; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Either:

(1)   Graduation from a New York State or Regionally accredited college or university with a Doctorate in Public Health and two years of experience in health administration, or;

(2)   Possession of a license to practice medicine in the State of New York and two years of experience in health administration.
