DISTINGUISHING FEATURES OF THE CLASS

An employee in this class acts as a local Public Health District Officer on behalf of the Commissioner of Health Services.  Under general direction, an employee in this class is responsible for implementing the Suffolk County and New York State Sanitary Codes and relevant federal codes and regulations, and any State codes and Public Health Law delegated to the County by law, contract or agreement between the New York State Commissioner of Health and the Suffolk County Health Services Commissioner to insure consistency and compliance with State and local public health policies and goals.  Work is reviewed through conferences and written reports by the Commissioner of Health Services who evaluates policies and programs for effectiveness of services rendered.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Formulates long and short range plans, in consultation with the Commissioner of Health Services, for the protection of public health and the environment and the communicable disease control needs of the County;

            Works closely with the Suffolk County Board of Health in implementing the Suffolk County Sanitary Code;

            Develops and maintains methods and procedures for coordinating operations and activities with other County Departments;

            Coordinates, supervises, and manages the prevention, investigation, and control of communicable diseases in the population.  Overall supervision of the activities of the Arthropod Borne Disease Laboratory in identifying, preventing and controlling arthropod borne diseases;

            Actively engages in comprehensive health planning as it relates to the Public Health Division and the Department;

            Provides overall supervision and management of mass immunization clinics in order to prevent or control communicable diseases in specific populations at risk. 

 

FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the duties and powers of local Public Health District Officer; comprehensive knowledge of the principles, techniques and practices of the Department of Health Services as related to the Division of Public Health; comprehensive knowledge of provisions of the Public health laws and New York State, Suffolk County and local sanitary codes; comprehensive knowledge of planning and methods for the protection of public health and the environment and communicable disease control needs of the County; thorough knowledge of the principals and practices of preventive medicine, public health medicine and epidemiology; ability to establish and maintain effective working relationships with the staff, the public, physicians, public officials and all groups interested in public health; ability to plan and supervise the establishment of an effective public health program; ability to communicate clearly and concisely in English, both orally and in written reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            EITHER:

1)            Possession of a license to practice medicine in the State of New York and graduation from a college with federally-authorized accreditation or registration by NY State with a Master’s Degree in Public Health and four (4) years of administrative and supervisory experience in public health for a health related organization or government agency, or;

 

2)            Possession of a license to practice medicine in the State of New York and completion of a two (2) year fellowship in a public health related specialty and four (4) years of administrative and supervisory experience in public health for a health related organization or government agency, or;

 

3)         Possession of a license to practice medicine in any of the United States, U.S. Districts, or U.S. Territories and graduation from a college with federally-authorized accreditation or registration by NY State with a Doctorate in Public Health and two (2) years of administrative and supervisory experience in public health for a health related organization or government agency.
