DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in this class performs highly
responsible professional and administrative duties related to the operation and
maintenance of the Suffolk County Nursing Home. The incumbent exercises considerable independent judgment in the
development and implementation of programs and policies designed to improve the
quality of care provided to residents.
The director has the responsibility for maintaining high standards of
services and for ensuring that all staff members, consultants and others
affiliated with the facility recognize that the nursing home exists to serve
the interests and needs of the residents.
Work is reviewed by the Commissioner of Health Services or a designated
administrative supervisor. Does related
work as required.
TYPICAL WORK ACTIVITIES
Assists the Commissioner
of Health Services or a designee in establishing operating procedures for the
Suffolk County Nursing Home, subject to Federal and State requirements;
Ensures that established
policies and procedures are implemented;
Coordinates with the
Medical Director and the medical staff policies relating to patient care, such
as the requirements for clinical records and provision for initial and periodic
medical examinations of all patients;
Develops short range and
long range goals as part of a comprehensive plan for the institution and its
role in the health care setting;
Responsible for the
supervision of department heads within each area of the Nursing Home;
Compiles an operational
and capital program for the facility and authorizes subsequent requisitions
within established guidelines;
Supervises, through
appropriate department heads, the maintenance and repair of the buildings,
grounds and equipment;
Through continuous
quality improvement reviews, evaluates all resident complaints and when deemed
necessary, implements changes to address the source of the complaint;
Meets regularly with the
advisory board, established by the Commissioner, to address issues defined in
the advisory board guidelines.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of Federal and State laws, regulations, and
policies relating to long-term care; comprehensive knowledge of all phases of
modern skilled nursing facility administration; knowledge of health care reform
measures as they apply to long-term care; thorough knowledge of the general
principles of geriatric and rehabilitation services for the aged or chronically
ill in an institutional setting; ability to supervise and coordinate the work
of both professional and support staff in a manner
conducive to full performance and high morale; ability to establish and
maintain effective working relationships with the staff, the patients and
patients' families; ability to express oneself clearly and concisely both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or Regionally accredited college or university with a Master's
Degree and six (6) years of business management or administrative experience in
a hospital, nursing home, or related institution.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment and throughout employment in this title, the
candidate must possess a license to practice as a Nursing Home Administrator in
the State of New York.
