DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs administrative
work in directing and coordinating the operations and programs of the Division
of Patient Care of the Department of Health Services. The incumbent participates in determining policies, developing
and implementing procedures, and evaluating existing programs and
services. The work requires the
exercise of considerable independent judgment and initiative, and is reviewed
by an administrative supervisor through periodic conferences and written
reports. Does related work as required.
Assists
in directing and coordinating the daily operations of the Division of Patient
Care;
Maintains
referral system between the Division of Patient Care, other divisions of the
Department of Health Services and contract agencies to provide patients with comprehensive
health care;
Assists
in reviewing and evaluating existing programs and policies, and, when
necessary, developing and implementing changes;
Represents
the Division of Patient Care at meetings and conferences;
Assists
contract agencies in establishing and maintaining grants and funding;
Establishes
and administers all methods and procedures for insuring that the division
receives proper and prompt administrative support and services;
Supervises
professional, technical and clerical staff.

Thorough knowledge of efficient administrative techniques and
procedures; thorough knowledge of federal, state and local programs and projects
related to the provision of patient care services; thorough knowledge of the
New York State and Suffolk County administrative codes; ability to establish
and maintain effective working relationships with the staff, the public, public
officials and professionals involved with Suffolk County’s patient care
programs; ability to plan and direct the work of others in a manner conducive
to full performance and high morale; ability to prepare clear and concise
technical reports; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a New York State or regionally accredited college or university with a
Master’s Degree in Nursing, Hospital Administration, Public Administration,
Health Administration or Business Administration and seven (7) years of
administrative experience in health related programs, two (2) years of which
must have included responsibility for budgeting, fiscal and personnel
management.
Note:
Relevant additional education beyond the Master’s Degree from a New York
State or regionally accredited college or university may be substituted for
experience on a year-for-year basis up to a maximum of three years. No substitution is permitted for the two (2)
years of responsibility for budgeting, fiscal and personnel management.
