DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for assisting the Director of Community Mental Hygiene Services in the administration of the Division of Community Mental Hygiene Services by providing fiscal and budgetary oversight and coordination of comprehensive contract agency mental health and substance use disorder programs, services and projects. Duties include acting for the Director when delegated and participating on committees, at workshops, and in programs in a policy-making capacity when designated. General supervision is received from the Director through conferences and written reports, and is exercised over a large staff of direct service and contract agency personnel. Does related work as required.

 

TYPICAL WORK ACTIVITIES           

Assists the Director of Community Mental Hygiene Services in the fiscal and budgetary administration and supervision of behavioral health treatment and prevention activities and programs;

Assists in developing and implementing the Division budget in the areas of planning and programming for behavioral health programs;

Analyzes the fiscal and management impact of new programs and funding by federal, state and local government for possible implementation by the Division and contracted agencies;

Conducts comparative financial analyses and works on special projects as directed;

Participates in the compilation of research and statistical data for the Division;

Develops and oversees the Annual County Plan-Program Budget and Behavioral Health Program Budget for submission to required entities (County, State, Federal);

Plans and directs the day to day operations, including supervision, of the Contract Management Unit for the Division

Assists in the development of policies, rules, and regulations in accordance with Federal, State and Local Laws;

Serves on committees, attends conferences, and develops and participates in behavioral health workshops and programs in a policy-making capacity when designated;

Acts on behalf of the Director when delegated;

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the techniques and methods of budget and fiscal planning; thorough knowledge of Federal, State and local laws, rules and regulations pertaining to comprehensive behavioral health services; thorough knowledge of Federal, State and local programs and projects related to behavioral health services;; ability to establish and maintain good working relationships with behavioral health agencies, governmental and regulatory authority officials and personnel; ability to express oneself clearly, both orally and in writing; ability to prepare complex reports, charts and graphs; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a college with federally authorized accreditation or registration by New York State with a Bachelor’s Degree, and eight (8) years of experience in behavioral health program evaluation, including budgetary and fiscal analysis, which must include or be supplemented by two (2) years in supervisory capacity.   

 

NOTE:  Relevant additional education from a college with federally authorized accreditation or registration by New York State will be substituted for experience on a year-for-year basis.  No substitution may be made for the required two (2) years of experience in a supervisory capacity.
