DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists in directing and
coordinating the Community Mental Health Services Division. The incumbent
assists in the overall administration of the division. Responsibilities include acting
on behalf of the Director at all times and administering division
operated and contractual services of the mental health program. Duties are performed within the scope of
established laws, rules and regulations.
Supervision is received from the Director through conferences and
written reports; and may be exercised over a large
professional staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in planning, organizing and coordinating the
programs of the Community Mental Health Services Division;
Assists
in reviewing and evaluating community mental health and intellectual
disabilities services and facilities;
Acts
for the Director at all times;
Represents
the division at meetings and conferences;
Interviews
and hires personnel;
Participates
in the supervision of professional staff;
Assists
in the preparation of the budget;
Prepares
and submits special reports.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the theory, methods and practice of
modern psychiatry; thorough knowledge of modern therapy and practice in
community mental health programs; good knowledge of the behavioral sciences,
psychotherapy, psychopathology and other therapy disciplines; good knowledge of
the federal, state and local laws which pertain to the activities of the
division; ability to plan, organize and supervise services, and exercise sound
administrative and professional judgment; ability to express oneself clearly
and concisely, both orally and in writing; physical condition commensurate with
the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Possession
of a license to practice medicine in the State of New York, and board
certification as a psychiatrist, neurologist, pediatrician or specialist in
public health administration, and five (5) years of progressively responsible
experience working in programs for the mentally ill or intellectually disabled,
at least two (2) years of which must have been in an administrative capacity;
or,
(b) Graduation
from a New York State or Regionally accredited college or university with a
Doctorate in Psychology, and five (5) years of progressively responsible
experience working in programs for the mentally ill or intellectually disabled,
at least two (2) years of which must have been in an administrative capacity;
or,
(c) Graduation
from a New York State or Regionally accredited college or university with a Master's Degree in Social Work, and seven (7) years of
progressively responsible experience working in programs for the mentally ill
or intellectually disabled, at least two (2) years of which must have been in
an administrative capacity.
