DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs and administers the Division of Community Mental Hygiene Services, which includes community mental health and alcohol and substance abuse services, and all related contracted services. Considerable independent judgment and initiative are exercised in the formulation and implementation of programs and policies within the framework of state and local laws. Supervision is exercised over a staff of professional, technical and clerical employees. Performance is reviewed for effectiveness of services rendered. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Exercises general supervision and program monitoring over local services and local facilities;

            Exercises general supervision over the treatment of patients who are receiving local or unified services or who are in local facilities;

            Directs the development and expansion of preventive, rehabilitation and treatment programs in the fields of mental illness, mental retardation and developmental disabilities, and alcohol and substance abuse;

            Monitors effectiveness of procedures and staff;

            Prepares or directs preparation of the division's operating budget;

            Represents division as necessary at community or government meetings, including public speaking engagements;

            Prepares or directs preparation of reports, grant proposals and contracts;

            Coordinates and evaluates operation of various division units.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of theory, methods and practices of modern psychiatry; comprehensive knowledge of modern therapy and practice in community mental health programs; comprehensive knowledge of the principles and practices of administering an alcohol and substance abuse program; comprehensive knowledge of principles and practices of public administration; good knowledge of behavioral sciences, psychotherapy, psychopathology and other therapy disciplines; good knowledge of federal, state and local laws pertaining to the division; ability to plan and direct the activities of others in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with associates, representatives of other agencies and the general public; ability to express oneself clearly and concisely, both orally and in writing; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Candidates must meet the qualifications for a director of community services as prescribed in 14 CRR-NY 102.6.
