DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for directing and administering the medical-legal activities and supervising the operation of the County Medical Examiner's Office. The duties include responsibility for formulating medical-legal administrative guidelines and enforcing their implementation. In addition, the incumbent confers with local medical and law enforcement officials to coordinate interdepartmental activities and procure the services of trained specialists to perform various post mortem examinations and analyses. Performs related work as required.

 

TYPICAL WORK ACTIVITIES

            Trains subordinates in medical-legal procedures;

            Reviews and coordinates the activities of medical, laboratory and investigatory personnel;

            Performs post mortem examinations in cases coming under the jurisdiction of the Medical Examiner Law;

            Evaluates laboratory reports on analyses of body tissues and fluid specimens to determine pathological conditions, medical evidence of a medical and scientific nature;

            Consults with specialists in fields such as chemistry, toxicology, bacteriology, immunology, law enforcement and other disciplines;

            Testifies in court trials and hearings.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices, methods, techniques, literature and new developments in the fields of pathological anatomy and forensic medicine; thorough knowledge of laws and regulations pertaining to deaths; ability to review and coordinate the activities of the diversified professional, technical and investigatory units of the Medical Examiner's Office; ability to plan and supervise the work of a forensic pathology laboratory; ability to establish and maintain effective working relations with associates, other governmental officials and the public; ability to present ideas effectively, both orally and in writing; ability to maintain records and prepare reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Possession of a license to practice medicine in New York State, and five (5) years of full time experience in a Medical Examiner's or Coroner's Office.

 

NECESSARY SPECIAL REQUIREMENT

Employees must be certified by the American Board of Pathology, or possess equivalent certification, in Anatomic Pathology and Forensic Pathology.

 

Appointment in this title is by the County Executive, with confirmation by the Legislature, for a term of six (6) years.
