ALCOHOL AND SUBSTANCE ABUSE SERVICES

An employee in this class assists the Director of
Community Mental Hygiene Services in directing and coordinating the division’s
alcohol and substance abuse education and treatment services. Responsibilities
include acting, when delegated, on behalf of the Director, and administering
the alcohol and substance abuse programs of division operated and contractual
services. Duties are performed within
the scope of established laws, rules and regulations. Supervision is received from the Director of Community Mental
Hygiene Services through conferences and written reports, and may be exercised
over a large professional staff. Does related work as required.
Assists in planning,
organizing and coordinating the alcohol and substance education and treatment
programs of the Community Mental Hygiene Services Division;
Assists in
reviewing and evaluating alcohol and substance abuse services and facilities;
When
delegated, acts for the Director of Community Mental Hygiene Services;
Represents
the division at meetings and conferences related to alcohol and substance abuse
programs and services;
Interviews
and hires personnel;
Participates
in the supervision of professional staff;
Assists in
the preparation of the budget;
Prepares
and submits special reports.
Thorough knowledge of the principles and practices of
administering an alcohol and substance abuse program; good knowledge of all
Federal, State and local laws, programs and resources related to the treatment
of alcohol and drug abuse; thorough knowledge of the policies and programs of
the Division’s alcohol and substance abuse services; ability to determine and
recommend administrative practices to personnel of contract agencies; ability
to supervise staff members in a manner conducive to high morale and full
performance; ability to express oneself clearly and concisely, both orally and
in writing; physical condition commensurate with the demands of the position.

Graduation from a New York State
or Regionally accredited college or university with a Bachelor’s Degree and
eight (8) years of administrative experience, three (3) years of which must
have been in the administration of alcohol and/or substance abuse programs.
NOTE: Additional
graduate level education may be substituted for the general administrative
experience on a year for year basis up to a maximum of two years.
