DISTINGUISHING FEATURES OF THE
CLASS
Under general direction, an
employee in this class is responsible for determining and implementing the most
appropriate methods and techniques of health planning and evaluation. The work includes assisting in evaluating
financial support of major health providers and emergency medical services. The
incumbent exercises a considerable amount of independent judgment and initiative. Supervision is received from the Deputy
Commissioner of Health Services through conferences and written reports and is
exercised over an administrative staff of subordinate personnel. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
the Commissioner of Health Services by assuming responsibility for developing
and conducting evaluations of the programs of the department;
Participates
in planning, implementing and maintaining an improved management information
reporting system;
Prepares
analytical reports for local, State and Federal governments;
Plans
and develops legislative and program research relevant to departmental plans
and projects;
Participates
in comprehensive health and mental health planning;
May
assist in the daily administration of the Health Services Department.

Comprehensive knowledge of the
principal methods and techniques of health program planning and evaluation;
comprehensive knowledge of the methods and procedures of preparing complex
statistical analyses and reports; thorough knowledge of the principles,
methods and techniques of program analysis and research studies as applied to
health systems; good knowledge of the principles, methods and techniques of
public administration; good knowledge of the trends, developments and current
literature in the field of health planning and evaluation; ability to establish
and maintain effective working relationships with others; ability to
efficiently collect data necessary to complete program evaluations; ability to
analyze facts and to exercise good judgment in arriving at conclusions;
ability to express oneself clearly and concisely both orally and in
writing; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York State or
Regionally accredited college or university with a Bachelor's degree, and eight
(8) years of administrative (policy-making) experience in the planning and
evaluation of health programs.
NOTE: Additional relevant education may be
substituted for experience on a year-for-year basis.
