DISTINGUISHING FEATURES OF THE CLASS

This is a non-medical position which involves the responsibility for all budgetary, financial, contractual and personnel related matters for the Department of Health Services.  An employee in this class acts on behalf of the Commissioner of Health Services in directing and coordinating all of the administrative activities of the department.  Work is performed under the general direction of the Commissioner of Health Services.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews budgets for the department divisions and makes financial determinations for County financed contract agencies;

            Functions on behalf of the Commissioner, when absent, in matters not requiring a professional physician;

            Prepares analytic reports about the Department for local, State and Federal government reviews and surveys;

            Participates in planning comprehensive health programs;

            Assists in determining which non-profit health providers require County financial assistance;

            Formulates methods and procedures to further the goal of attaining health care programs offering optimum service;

            Establishes inter-divisional committees which focus on resolving the obstacles encountered in coordinating functions and programs of department divisions;

            Conducts evaluations of the existing structure and functions of the administrative body of the Department of Health Services.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of budgetary and financial principles; comprehensive knowledge of the principles and techniques of research; thorough knowledge of the principles and practices of public personnel and general services administration; thorough knowledge of State and Federal reimbursement laws; ability to supervise, organize and plan the work of subordinate personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with others; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            Either:

a)      Graduation from a New York State or regionally accredited college or university with a Master’s Degree in Public, Government or Business Administration and seven (7) years of administrative experience with responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions;  or

b)      Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree and nine (9) years of administrative experience with responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions; or

c)      A combination of the above education and experience as defined by a. and b.
