DISTINGUISHING FEATURES OF THE CLASS
Under general direction an employee in this class assists the
Commissioner of Health Services in formulating and maintaining the policies and
the administrative procedures of the Health Department. The incumbent acts for the Commissioner in
his/her absence and is involved in all operations of the Department. Supervision is exercised over a support staff
of administrative and clerical personnel.
Work is performed under the direction of the Commissioner and is
reviewed through consultations, conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists the
Commissioner in developing and implementing policies and procedures in the
administration of departmental operations;
Supervises the
coordination of all departmental programs and services;
Makes recommendations
for County government financial assistance of major County non-profit health
providers;
Develops short and long
range comprehensive health, environmental, mental health, and narcotic
addiction treatment plans;
Provides health
services in catchment areas through multi-service health centers and through
contract or financial support of such centers;
Monitors direct and
contracted services;
Acts for the
Commissioner in his/her absence.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of the principles and practices of public
administration; comprehensive knowledge of the methods and procedures of
developing and administering health plans; thorough knowledge of Public Health
Law and Sanitary Code; ability to plan, direct and supervise the work of a
large support staff; ability to establish and maintain effective working
relationships with others; ability to analyze facts and to exercise sound
judgment in arriving at conclusions; ability to prepare, submit and analyze
reports; ability to express oneself clearly and concisely, both orally and in
writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
This position is in the exempt jurisdictional class, therefore there
are no minimum qualifications.
