DISTINGUISHING FEATURES OF THE CLASS
The Commissioner of Health Services has primary responsibility for
formulating and maintaining the policies and the administrative procedures of
the Health Department. The incumbent is
responsible for all department programs and services and all responsibilities
as may be conferred upon the Commissioner from time to time by law. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops and
implements policies and procedures in the administration of departmental
operations;
Supervises the
coordination of all departmental programs and services;
Makes recommendations
for County government financial assistance of major County non-profit health
providers;
Develops short and
long range comprehensive health, environmental, mental health, and narcotic
addiction treatment plans;
Provides health
services in catchment areas through multi-service health centers and through
contract or financial support of such centers;
Monitors direct and
contracted services;
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of the principles, practices and techniques of
modern medicine; comprehensive knowledge of the principles and practices of
public administration; comprehensive knowledge of the methods and procedures of
developing and administering health plans; thorough knowledge of Public Health
Law and Sanitary Code; ability to plan, direct and supervise the work of a large
support staff; ability to establish and maintain effective working
relationships with others; ability to analyze facts and to exercise sound
judgment in arriving at conclusions; ability to prepare, submit and analyze
reports; ability to express oneself clearly and concisely, both orally and in
writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
A Commissioner of
Health shall be a physician who is currently registered to practice medicine in
New York State and possesses two years of experience in administrative
practice and :
1-
Certification by the American
Board of Preventive Medicine; or
2-
A Master’s degree in Public
Health or a related field from a
