FEATURES OF THE CLASS
An employee in this class assists the
Commissioner of Information Technology in the formulation of policies and
procedures for the operation of the department.
The incumbent may act for and in place of the Commissioner and is
required to exercise a considerable amount of independent judgment and
initiative in the performance of assigned duties. Supervision may be exercised
over an administrative, technical, and clerical staff. Work is reviewed by the Commissioner through
consultations and written reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Assists the Commissioner
in countywide strategic planning for management information services;
Serves as a liaison with the County
Executive’s Office on countywide performance management initiatives;
Assists the Commissioner in the
formulation of policies, comprehensive plans, programs and goals;
Directs staff and assists the
Commissioner in the application and enforcement of agency policies and
procedures;
Oversees and evaluates functions and
operations for the various divisions within the department and recommends procedural and policy updates to improve
operations;
Reviews budgets, makes recommendations
for the department’s divisions and coordinates fiscal
policies between the commissioner and staff involved in budgeting;;
Monitors and reports on the progress
of legislation that affects the Department;
Represents the Department and the Commissioner
at various events including
public speaking engagements, legislative,
advisory board and other meetings, etc. , and may serve on boards to promote
the mission of the Department;
Oversees the conduct of departmental
disciplinary procedures;

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of Department of Information Technology operations; thorough knowledge of management and planning
responsibilities as applied to management information systems, data processing
and office systems; thorough knowledge of the principles and practices of
public administration and budgeting; thorough knowledge of the capabilities and
limitations of information systems; thorough knowledge of the current innovations
and technology in information systems; thorough knowledge of the methods and
techniques of office management, organization and supervision; ability to
establish and maintain effective working relationships with department heads
and County administration; ability to plan, organize and supervise the work of
a large staff in a manner conducive to full performance and high morale;
ability to analyze facts and to exercise
sound judgment in arriving at recommendations and conclusions; ability to
analyze operations and anticipate and plan for future changes; ability to express oneself clearly and
concisely, both orally and in writing; good judgment; physical condition
commensurate with the demands of the position

This
position is in the exempt jurisdictional classification; therefore, there are
no minimum qualifications.
