DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Commissioner of Information Technology in the performance of duties and responsibilities needed to ensure the successful operation of the Department. Work involves assisting in the formulation, implementation, and maintenance of technological strategies and policies that help to fulfill the Department’s mission as set forth in the Suffolk County charter and as stipulated in applicable New York State and federal laws. The Chief Deputy acts generally for and in place of the Commissioner and has jurisdiction over all departmental operations, including the supervision of Deputy Commissioners and division heads in areas such as Infrastructure, Enterprise Applications, Project Management, Finance & Administration, Client Support Services, Telecommunications, and Geographic Information Systems (GIS). This position also oversees the activities of the Chief Information Security Officer (CISO). General supervision is exercised over a subordinate staff of professional and non-professional personnel. Work is performed under the direction of the Commissioner and is reviewed through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

      Assists in the development and implementation of the County's technology strategy and policies;

            Evaluates and recommends emerging technologies for potential County use;

Supervises and directs the work of Deputy Commissioners and division heads in various IT areas;

Oversees the development and implementation of information security programs;

Acts as the Chief Information Officer (Commissioner) in their absence;

Represents the department at meetings with various stakeholders;

Monitors and reports on relevant legislation, regulations, and standards affecting technology;

Directs staff to ensure compliance with regulations and standards;

Provides technical guidance and support to departmental staff;

Participates in boards and commissions to promote the mission of the department.

           

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of information technology management and strategic planning; thorough knowledge of current and emerging technologies and their potential application to government operations; thorough knowledge of information security principles and practices; thorough knowledge of project management methodologies; thorough knowledge of relevant Federal, State, and local laws, regulations, and standards related to information technology; ability to plan, direct, and supervise the work of a large and diverse staff; ability to communicate effectively, both orally and in writing, with a wide variety of stakeholders; ability to represent the department effectively at meetings and public forums; ability to analyze complex problems and develop effective solutions; ability to establish and maintain effective working relationships with departmental staff, other agencies, and the public; excellent leadership and management skills.

 

MINIMUM QUALIFICATIONS

This title is in the Exempt jurisdictional class and, therefore, there are no minimum qualifications.
