FEATURES OF THE CLASS
An
employee in this class is responsible for coordinating and directing the
overall administration of Town government. Under the general direction of the
Town Supervisor and Town Board, the incumbent acts as chief administrative
officer of the Town. Duties of the position assisting town departments with their
administrative needs; preparing and submitting an annual budget, and ensuring
it is efficiently administered; and making recommendations to the Supervisor
and Town Board. This position may generally supervise subordinate
administrative and clerical personnel. Does related work as required.
TYPICAL
WORK ACTIVITIES
Coordinate, control and direct
the overall administration of the general operations of Town government;
Prepares and makes
recommendations to the Town Supervisor and Town Board on such measures that are
necessary for the health, safety, and welfare of the Town residents;
Prepares and submits the
tentative annual operating budget of the Town;
Oversees encumbrances,
expenditures, and disbursements to ensure sufficient budget administration;
Assists all town departments with
operations, financial needs, policy creation and implementation, and general
operating requirements;
May prepare resolutions.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the principles, practices, and organization of municipal
government administration; thorough knowledge of public administration;
thorough knowledge of government accounting and budgeting principles and
practices; knowledge of personnel matters and policies; ability to prepare and present
comprehensive reports both orally and in writing; ability to work effectively
with all staff levels, public officials and the general public; ability to
supervise, organize and plan the work of subordinate personnel in a manner
conducive to full performance and high morale; ability to establish and
maintain effective working relationships with others; good judgment; tact;
courtesy; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation from a New York State or federally authorized college or
university with a Master’s Degree in public administration or business administration,
and four (4) years of experience in public administration.
NOTE:
Additional experience in public administration may be substituted for education
on a year-for-year basis up to a maximum of two (2) years.
