DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee
in this class assists the Manager (Fishers Island Ferry District) in the
administration, performance and supervision of major services of the Fishers
Island Ferry District. The incumbent
helps direct the work of a subordinate staff in its adherence to policy,
regulations, and law. The employee acts
for and in place of the Manager when delegated to do so and is expected to
exercise independent initiative and judgment in the performance of assigned
tasks.

TYPICAL WORK ACTIVITIES
Assists
the Manager in the administration of personnel matters, contracts and leases
for the District;
Performs
health, operational and marine insurance duties under the direction of the
Manager;
Develops
and implements federally and state mandated health, safety and environmental
programs;
Maintains
an accurate accounting, through auditing, of all monies received;
Helps
prepare the annual budget and is the steward of allocated funds;
Performs
the preliminary audit of invoices, prepares warrants for presentation to the
Board of Commissioners for audit and submission to the Town Board for payment;
Assists
in developing the semiannual schedule of ferryboat operation and coordinating
charters and extra ferryboat trips with the schedules of the operating
personnel;
Assists
in preparing bid notices including specifications and placement of legal advertising
when required;
Maintains
the minutes book for the Board of Commissioners meetings;
Receives
and answers correspondence;
Helps
the Manager maintain a perpetual inventory of ferry fare tickets;
Assists
in drafting reports for submission to Federal, State, County and local
agencies;
Helps
arrange for the annual Ferry District election of a Commissioner, for annual
presentation of the budget, and for public hearings when required, including
timely posting of notices and placing of legal notices in newspapers;
Assists
in overseeing operations, maintenance and staff
associated with the Fisher’s Island Ferry Terminal, including Pursers;
Oversees operations,
maintenance and staff associated with the New London Ferry Terminal;
Assists
the manager with overseeing management of the Elizabeth Field airport on

in managing the Fishers Island Community Theater.
Good
knowledge of the policies, regulations, and laws relating to the operation of
ferries and airports; thorough knowledge of bookkeeping and auditing systems;
good knowledge of the operation of the various services given by the Ferry
District; ability to keep accurate records and to maintain effective working
relationships with related agencies; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
