DISTINGUISHING FEATURES OF THE CLASS

Under the general direction of the Board of Commissioners, an employee in this class is responsible for the administration, performance and supervision of major services of the Fishers Island Ferry District.  The incumbent oversees a subordinate staff in its adherence to policy, regulations, and law.  In performing the duties of the position, the Manager exercises considerable independent judgment and initiative.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Administers personnel matters, contracts and leases for the District;

          Maintains an accurate accounting, through auditing, of all monies received;

          Prepares the annual budget and is steward of allocated funds;

          Develops a semiannual schedule of ferryboat operation and coordinates charters and extra ferryboat trips with the schedules of the operating personnel;

          Prepares routine bid notices including specifications and placement of legal advertising when required;

          Maintains minutes book for the Board of Commissioners meetings;

          Receives and answers correspondence;

          Maintains perpetual inventory of various types of ferry fare tickets;

          Develops and submits reports as required to Federal, State, County and local agencies;

          Arranges for annual Ferry District election of a Commissioner, for annual presentation of the budget, and for public hearings when required, including timely posting of notices and placing of legal notices in newspapers;

          Oversees operations, maintenance and staff associated with the Fishers Island Ferry Terminal, including Pursers;

Oversees management of the Elizabeth Field airport on Fishers Island;

          Manages the Fishers Island Community Theater.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the policies, regulations, and laws relating to the operation of ferries and airports; thorough knowledge of bookkeeping and audit­ing systems; thorough knowledge of the operation of the various services given by the Ferry District; ability to supervise the work of subordinates in a manner conducive to full performance and high morale; ability to keep accurate records and make written and oral reports; ability to deal courteously with the public and to maintain effective working relationships with related agencies; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor’s Degree in Business Administration or a related field; or,

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years of experience in business administration or a related field.
